The 3G version of the Gear S2 has all the features and design of Samsung's Wi-Fi-only S2 smartwatch, but adds a speakerphone and built-in GPS along with full standalone phone and data service
It's more expensive, requires a connected data plan to pair with, and runs out of battery life quickly on cellular. It's bulkier, too. Also, the Gear S2 3G doesn't have that many great apps, and it doesn't yet work with iPhones
